Charges vs Convictions
A charge is an accusation filed in court. A conviction is a guilty plea, guilty finding, or verdict that establishes the offense under the court process. Manchester Criminal Record Access
Connecticut's FOI framework includes public-record provisions in Conn. Gen. Stat. Sec. 1-200, 1-210, 1-212, and 1-215. Restricted Manchester Criminal Records

Background screening has its own rules. A casual court search is not the same as a regulated consumer report for credit, employment, tenant screening, insurance, or another FCRA-regulated purpose. Use official court records for case verification and a lawful background-check provider when a regulated decision is involved.
Important: Do not treat a charge line as a conviction without reading the final disposition and sentence fields.
